An area plan is the roadmap to guide future development of the Tulare County Mountain Area and ensure that growth in the town is orderly and compatible with your vision.

Housing Element
The Housing Element concerns housing stock, characteristics, and how to best meet the future housing needs of the area.
Circulation Element
The circulation element concerns major thoroughfares, highways, roads, and sidewalks, as well as how to best meet the future transportation needs of the region.
Conservation Element
The conservation element concerns resources of the region, this includes everything from soil, water, energy, biodiversity, watersheds, view corridors among others. The element formulates the best ways to protect and sustainably use or conserve the resources in the area from future development.
Land Use Element
The land use element concerns how land is used, and how the manner in which it is used impacts neighboring properties and uses within the region.
Open Space Element
The open space element concerns recreational and natural space within the area and considers best practices to protect open space from future development that may negatively impact it.
Noise Element
The noise element concerns how land uses and circulation routes impact the noise levels throughout the region as well as how future development and land uses will impact noise levels for residents, businesses, and the natural environment.
Safety Element
The safety element concerns topics such as forest fires, floods, land slides, and earthquakes, and the manners in which current and future land uses of the area will impact them.
Air Quality Element
The air quality element concerns how current and future land uses impact the air quality of the area, as well as negative health impacts of the air quality. The element strives to find possible mitigation measures for negative air quality sources in the region.
Environmental Justice Element
The environmental justice element concerns how to defend the region from natural disasters and negative health impacts in an equitable manner.
Publlic Facilities Element
The public facilities element concerns public facilities and services such as water, power, sewage, police, fire, and medical responses, as well as how they will be impacted by future and current regional development.
Economic Development Element
The economic development element concerns the economic state of the area as well as best practices to foster a healthy growth of businesses and economic opportunities in the region.
Health Element
The health element concerns the health and well being of residents of the area as well as how current and future land uses may impact such characteristics.
Sustainable Agriculture Element
The sustainable agriculture element concerns agricultural practices within the area and ways in which it can implement best practices to more sustainable use resources within the region such as water and soil resources.
Community Design and Sense of Place Element
The community design and sense of place element concerns how to foster a feeling of community and pride among those who live within the communities throughout the area.
The planning team comprises Tulare County planning staff and final year City and Regional Planning students from Cal Poly, San Luis Obispo. The team is dedicated to serving the residents of the Tulare County Mountain Area region to best meet their needs and help formulate a plan to guide the future growth of the place they call home.
